To be fair, I think Johnson has cleared this up now at PMQs.
There definitely wasn't a party and he knows that because he's been given assurances by people who work for him, that they didn't happen. However if they did, they didn't break any rules (it was against the rules to have a party). The Cabinet Office will investigate what happened at this party that didn't happen to check that guidelines were adhered to. If anyone was found to be breaching rules at this party that didn't happen, then there will be consequences.

We went up to Edinburgh recently to see the daughter and face covering compliance was impressive.As some one who has just returned from the us it’s startling how different they are approaching this virus than we are. The mask mandate for instance is absolute esp in airports with verbal reminders of what the penalties for non compliance are.
same with public transport and restaurants and even some shops.
then when back in the UK absolutely nada until Tuesday week.

IF this is the case then I rather suspect Johnson knows he is on a real sticky wicket. The big worry for him is that IF he was indeed at one of the previous parties that numerous people will know about it and given the number of leaks in Downing St I doubt he'll be getting much sleep in the days to come.
