Let's face it, rugby union is really only important in the British Isles (though way behind football), South Africa, Oceania and parts of Southern France, with Italy and Argentina showing a little bit of interest too. Globally it isn't really a very big sport at all.
I think they'd be better off having a World Championship every year involving those 12 teams, sack off all the other tournaments and internationals and then a World Cup every four years with 4 more qualifiers from the less interested countries to give them something to aim at and something for Fiji/Samoa to look forward to.
