Is Warnock a manger to get a team promoted and then relegated?

So a team ends up back where it started. Does the evidence show that?

I guess the key to long lasting progress is to get a Sean Dyche, Eddie Howe, Nuno Santo type figure or if you're extremely lucky...a Rafael Benitez. Obviously these managers are not immune from relegation but they are capable of building a side to hold its own in the top tier. I guess the trick is then to build from that established status. Not easily done of course.
