Senior members of government have already shown their dismay at any such actions been taken. No mention of 'papers' to get onto sporting events though. Even the requirements for a negative test from the likes of Wimbledon for example are full of holes as referenced on the following twitter thread.
The idea for vaccine papers for pubs has behavioural scientist's grubby fingermarks all over it.

It’s a good option to have, even if we don’t end up needing it. Obviously no point in it when cases are low etc.
Keep in mind that reckless actions (no checks, no controls, high cases) will likely deter customers more, than people acting like babies will do.

I'm guessing no. The Dr had a PCR test (you know the gold standard tests) but Wimbledon would only accept the lateral flow tests (the unreliable ones that need a back up PCR test for proof of result).
