Has anyone tried to get a refund from Iberia Airlines?

I had a flight booked in June 2020 (Spain, internal Bilbao to Madrid) which was cancelled by the airline Iberia due to the pandemic.

They never offered a refund but instead keep issuing me with a voucher - which expires then they renew. I'm keen on a refund because I'm unlikely to use Iberia in future (think they only fly to/from London) so voucher pretty pointless. They keep fobbing me off though - does anyone know if I'm entitled to a refund? With it not being a UK airline/my departure or arrival not being in the UK, I'm unsure. I've had a Google but can only seem to find info for leaving/arriving in UK.

I'd take it up with them on Twitter/ email the ceo, and after that try as many of those consumer newspaper columns as you can find
