Currently a mess, defenders having to literally defender with their hands behind their backs, pens given for the ball brushing a sleeve, goals standing if it isn't the goalscorer who touches it, etc.
Surely it would better judged as handball if the outcome is taken into consideration? So if a shot off target hits a player's arm just judge it like it hit his chest unless the player gains control of the ball as a result or it falls directly to a team mate then a freekick/penalty is awarded, similarly if the shot was on target.
Thoughts?
