I think it’s worth noting that Beyoncé formally aknowledges several times that her mental state may be unusual at best., I think this needs to be taken into consideration.

I`ve still got and use my nokia 3310, but I`ve had an upgrade from 18 years ago with this LG KG275
The small photo is its original incarnation, but by six months later it had a luxurious upgrade which is more aethetically pleasing.

Its not a great photograph because its taken using a Kodak fixed-lens camera from 2006.
The flash isnt activated using light-sensitivety. It uses two "AA" replacable batteries, but it can take reasonable pictures, once you get the hang of it. Like the Nokia, its held together by screws and clips and dries off really well if you drop it in water or leave it out in the rain

I got rid of both about five years ago.

Perhaps she was working for Amazon at the time, where using internal tools there's the opportunity to "page" someone, which effectively sends a text message to their mobile phone (which is obviously just a text message) but uses the nomenclature "paging"?
 
It's not in the realm of impossibility, as in 2003 Nokia was still belting out basic phones with numpads. Maybe celebs didn't bother thumbing messages on mobiles when you can just call a number and tell them the message.

But it's more likely just lag, the album was originally started recording in 2000 and finished in 2002/2003, so it was probably written in 1999/2000/2001/2002 and by then cemented as the line they were going with as probably didn't seem a huge deal

Still being used in hospitals etc in the USA.
 
Returning to the original question Judy Garland sang a song in 1940 called Paging Mr Greenbank. Pretty sure there were no pagers or mobile phones around then. Either Judy Garland, or specifically the lyricist of that song, was a genius who could see into the future, or "paging" can generally mean a call out.

She’d have struggled to juggle a job at Amazon (or in a hospital) alongside being in Destiny’s Child though wouldn’t she?

I had a mobile in 1999. If Beyoncé didn’t she was clearly just being one of those people who refuses to have one. We all knew one didn’t we.

Seems like it's just terminology


This link (hopefully that works as it'd behind a paywall) shows that "2 way pager devices" from Motorola were popular for real time comms when blackberry was ascending, even calls out it was more popular with black entertainers.

When you Google what a "2 way pager device" is it's basically a phone.
