That article doesn't say that.
 
It will be difficult to determine exactly where it originated. I guess they will try and track back to earlier mutations to get a better handle. South Africa also appears to have found a more infectious new strain, but different to the UK discovery.

The Gov needed a good excuse to close Xmas for millions of people in its blue voting areas. The majority of headlines and panic has been around the 'new' strain, instead of the balls up of strategic planning again. + when the no deal happens the chaos at the ports can be blamed on this.

Done a bit more reading and it does look like we discovered it early Nov.
I reckon I let my hatred of a minister trying to spin good news out of bad get in the way
