I believe he was the original architect of selling council houses to their tenants. Another policy stolen by the Tories. However, the original plans were to reinvest the money received from the sales back to the local Councils, not back to Central Government like the Tories did.

The start of the rape of largely Labour controlled Councils, which has carried on to this day.
