Essential workers from overseas quarantine

Can Anyone settle this debate as the government website is not very clear.
If a None UK resident who’s country isn’t on the exempt list needs to work in the UK but also travel home every few weeks to Eastern Europe.
Does he have to quarantine for 14 days when coming back into the country?
He is an essential worker according to the gov website.
The uk country is Northern Ireland.
 
The exemptions aren’t very clear on the website and there isn’t anyone to turn to that could advise. I believe I am exempt from the way it is worded and filled the arrival form in that way. There was no follow up.
 
From what I've just been told, Key Worker status is pretty much a come-and-go exemption zone. Am currently arranging it for a couple of colleagues to do some work in the Benelux countries.
