If he did, he’d be paying it out of his own pocket anyway as we lose money every year. Even if we were making a profit, taking a salary would be a very tax inefficient way for an owner to extract money from a business.

When I had my own limited company in France, my accountant advised that I pay myself a token €500 salary per month for pocket money. Everything else was on expenses.
My company bought me an American Fender Strat which the tax man didn't query as I' registered my 'IT Support' company as also being a teacher of audio/visual multi-media services

The facts are his Group is owed c£140m and he has injected in c£100m in equity since he took control.
Across that 30 years or so, his salary has been minus £3m every year for 30 years. No he is owed £140m on top which he will not see if he carries on running it.
The £1m per month was a headline from years ago reflecting money lost that season. Sometimes it’s been higher than that, sometimes a lot lower and in a couple of seasons it was actually a profit turned.
He has put a lot in.
He has complete control.
We are stuck with each other.
It is what it is.
