Is it the CIA, FBI, SECRET SERVICE, UNITED MARSHALL, I'm sure I've missed some. But just curious who has the most power to walk on a site and take charge

The military police, in a kind of way. They can match into the oval office and arrest the president. They can search the oval office without a warrant and detain him indefinarely. As far as the military police go the president is just another soldier and MP in the US armed forces sit outside of rank except with other military police ranks.
