Sports Interactive sold their databases to Prozone which is what most clubs now use. Everton first used FM's internal database in 2008 I believe.Scouts will almost certainly use the databases.
They also put themselves in the game as free agents and were rather good as I recall!The original developers of the game (the Collyer brothers) were Everton fans, so they probably gave them access to their early databases
