Cows don't attack thousands of people in the uk every year. They do cause quite a few deaths but they are generally accidental crushing.
There are probably less than 5 deaths caused by cow attacks every year.
Its probably worth pointing out that the police will generally kill cattle that have escaped, in order to protect the publicIts fully on camera and in the national press.
I don't know the circumstances behind this, but living in the country and having daily contact with cows, they can be very dangerous animals due to their size and weight. I think more people in the UK are killed by cows than any other animal. I've had one charge at me when walking past at a safe distance - it didn't like the dog (that was on a lead). So a cow, in a suburban area is likely to cause major issues. Maybe the police go spooked and acted disproportionately.

Cows can get out so easily, someone leaving a gate open, broken fence etc. can’t blame the farmer for something likely out of their control.Poor thing, very distressing, and looks bang out of order.
Cows do attack thousands of people in the UK each year though, and I bet the likelihood goes up when they're in a situation like this. The cow could have easily hurt or killed someone, or caused a car crash etc.
Putting myself in their position, I'm not quite sure what else the police were meant to do, there was probably only one or two of them and they had tried other methods before doing that apparently.
There's absolutely zero chance of being able to get a cow to go where you want it to in a car, especially as a novice. One or two coppers have absolutely zero chance of keeping an eye on the cow, and also keeping the public out of the way ahead of it also.
Would anyone else go one v one with a cow and a set of hand cuffs? I certainly wouldn't , and not for 30k a year. Same as horses and I've seen a lot of cops put themselves in the danger zone with those, and it's not their job to do that.
Wouldn't have been put in this situation if the farmer had done his job.

It investigates these incidents along with those that involve farmers and farm-workers.
Between 2015-16 and 2019-2020 the HSE investigated 142 incidents. Only 22 of them resulted in a death and the majority related to people who worked with cattle.
Members of the public accounted for only four of those deaths, the HSE confirmed.
