There is no best jacket, but the one that's best for you is the one that Oo , suits you sir, Oo the fit and the elegance sir, Oo the shade sir, suits you sir , how dapper will one look on the high street sir , Ooo so suits you !

While they may not be as warm as some of the other jackets they look much better. You will be able to keep warm by being submerged in women attracted by your sense of raffish style.
 
It gets down to minus 20 (with a real feel down as low as minus 40 sometimes) here so I treated myself to a decent down coat as a normal coat doesn't cut it in those temperatures.

It seems half of Chicago wears Canada Goose so I looked elsewhere and stumbled across Fjallraven coats. The one I got wasn't cheap but was half the price of the CG equivalent and it's excellent. They're a bit outside your stated budget, but now people are suggesting more expensive options I thought I'd give the brand my endorsement.
Yeah we've got fjallraven stuff. The only downside to them is I often struggle to find things as I think it's got a total of about 21 pockets or something like that, you don't want for storage. Very well made and I walked around for a few hours during beast from the east snow with a T-shirt under it as my only upper layer and was perfectly fine.
 
What is the best winter coat? Been looking at a Berghaus 3-in-1 Stormcloud from go outdoors. It’s £135 and don’t want to spend much more.

Any recommendations?
I wouldn't necessarily go with a 3 in 1. The whole zip area is clumpy and just a completely separate mid layer and outer works better. Buying separately will allow you to get something a bit more aesthetically pleasing too ( not that your ever going to get many style points for a fleece/waterproof combo)
