I would have thought Boro and Blackburn would need need to agree how much of the top tier to open and steward. Boro would need to agree to cover cost of say 1000 tickets. Depends if they think there would be demand on a working day.

Might be worth checking if they have any returns.

Cant see 1k deciding to go on the day especially when its on the RED button. As you say they wont open the top tier on the off chance the extra cost that it would involve paying for kiosk staff and extra stewards

We sold out (bottom tier) a week or so a go. Could put the top tier on as pay on the day but would think they’d give fans notice. Forest were there the other day in top and bottom tier but one of the sides were closed so maybe an issue with stewards being available

Blackburn are selling them to away fans on the night. Just had the reply from our ticket office.
