Houchen has neither remit nor funding to build a hospital so he's using it as a political and electoral pawn, if he wins the promise will soon be forgotten about if Labour win the GE he will then say if it isn't built it's their fault and if they build it he will claim it's all down to him.

Like Johnson before him the more lies and deceit he gets away with the bolder and more dangerous he becomes, the lack of scrutiny and consequences of his actions and words so far have created an ego that outweighs ability, and a skewed idea of what successful delivery and governance actually is.
