I am sure that is correct, but think only applies to the EFL, and has a specific date / match week that the deductions move in to next season.
Surprisingly this is not replicated in the premier league, and no rules on when the deduction can/can’t be applied.
On that I always thought the punishment was higher than 9, more like 12

they should then be informed to pay their creditors 100p in the £1.. to be allowed to continue in the league - as we did..And they might.
Likelihood is they will file for administration this season instead of next.
