If we agreed to at least the minimum we would be saying that they will be equal or better. By not saying so, we leave the door open to reduce standards.

On the topic it's ironic that when some leaders in business and politics are coming to the idea that 4 day weeks might be the way to go to maintain employment levels a bit better going forward, the Tories think making people work longer will be beneficial.

I think some (millions of) people weren't paying attention, and just went with some rhetoric and a snappy slogan.
