Even Dave Challinor at Hartlepool would be a massive improvement. At least he seems knows what he is doing and has an idea of how to set a team up.

There are plenty of managers in Leagues 1 and 2 who would be a significant improvement on Woodgate. Paul Warne, Mark Robins, David Artell, Ryan Lowe, Richie Wellens to name a few.
