There are two issues with Trump. The less concerning one, that he uses profoundly undiplomatic language to express this. And the more concerning one, that he doesn’t appear to think US law applies to him either.
And SCOTUS in Nixon v. Fitzgerald eventually agreed with him of course. The principle didn’t save his presidency. That was because we had a less partisan Congress in those days that was prepared to act against excesses. I shouldn’t have specified Trump. All US citizens are immune from international law as far as US presidents are concerned. No president has ever considered signing up for the ICC.
