We're in the middle of a pandemic, the Tories have an 80 seat majority and the next GE is over 4 years away. What is it you're expecting him to do exactly given the circumstances I've described? Sensible, tangible, achievable answers only.
 
I wouldn’t worry. Any government that simultaneously fails to stop people dying in a pandemic and also destroys the economy is on borrowed time. Either/or would of been a result but both? Even I might consider voting Labour at the next election for the first time now Corbyn is gone.

I am aware of it being possible at a macro level. I didn't see anything happening personally, its not my department.

I can do no more than I can about drink drivers. I'm aware it happens and I can help stop individuals doing it if it happens in my presence but I can't stop it happening UK wide. That doesn't mean I think we should ban drinking or driving.

If you work with public money - as I do - by providing a service, completing training, claiming travelling expenses, having a responbsibility for resources used in the process: - I am accountable for my actions. If I come into possession of knowledge that a colleague or any other person / organisation is potentially commiting fraud or any other potential criminal offence, it is my duty to report it.
What happens after that is up to seniors, but if there is a record - a paper trail - which shows that duty has been fulfilled, it doesnt matter if you are a sprat or a shark in a big pond.

I agree, but I have no evidence. I'm just aware that the tendering rules are there yo prevent certain things and abandoning the rules means people will force their way in and take advantage. My only point is that the benefits from acting quickly outweigh the negatives because that speed may have saved lives. In no way do I agree that over spending and fraud are a good thing, just an unwanted consequence.

Nothing like blaming Labour for the war in Iraq when the Tories were fully behind it...

They haven't but it's been a constant theme on here for the past 13** years, not sure what Labour being out of power for the last 10 has to do with it.
