Not only no planning permission, allegedly, but also in a conservation area. The SPAD that just keeps giving.

I can see this going one of two ways. Either the council will have their budget mysteriously increased and any investigation dropped, or the council will have the threat of a substantially reduced budget and the investigation dropped.
