Saudi Arabia has curbed, not banned, underage marriages
Like many countries, Saudi Arabia approves minor marriages under certain conditions

They have made steps to increase the age girls are married off, but only 3-4 years ago, before that there was no minimum age.
"Now, such marriages will need the approval of a specialised court, which must determine whether the marriage would harm the minors in question and if it is in their best interests." - this is highly subjective and has no place in a civilised society, especially when you consider who makes the calls. How can anyone other than the person in question decide whether its in their best interests, unless they have genuinely diminished mental capacity.
The idea that you need the permission of a male is also absurd. Admittedly, Saudi are not the only perpetrators of this practice.
