To try and summarise a complicated scenario - in addition to Morocco claiming sovereignty over Ceuta and Melilla, Spain recently flew the seriously ill leader of the movement for independence in Western Sahara to a Spanish hospital for treatment. Morocco consider him a terrorist and as "there are acts that have consequences and must be assumed." they have allowed migrants free access over the sea border to Ceuta - 8000 made it across so far, but horrendous scenes
