What is an acceptable gender-neutral way of addressing someone formally and politely when you don't know them?
I mean verbally face to face, not in writing.
 
'Dear Sirs' has always been gender neutral. That is, until it was politicised in the 70s.

As my boss at the time said '...even if you are writing a letter to Charlie's Angels, if it's business then 'Dear Sirs' is correct.
 
If addressing someone face to face then you don't need a formal honorific do you? I can't imagine a conversation in which you wouldn't either just use their first name or say pleased to meet you, how are you, etc.
