It isn't just that legally they are in a difficult situation offering the free streams - apparently they have to be made available to existing season ticket holders only - hence why they need to keep hold of the money of those that are still in the scheme but haven't presently got seats.
Interesting am in a round robin this morning of Championship fans - not every club is offering refunds. Cardiff City season ticket holders have been offered money off next season.

If Season ticket holders opt to leave their money with the club, and continue paying, they receive the benefit of free iFollow passes for home fixtures and midweek away fixtures, for as long as the EFL continue the arrangement."
