Wow. When we get rain here in my town it can be bad. Not that bad though.
Some of the older towns near here can get it bad. As they are hills with narrow streets.
This was less than 30km from me a few years ago.

I really like São Paulo but .... put 23M people mostly on a flood plain between 2 major rivers, straighten the rivers, concrete over the plain, and something has to give in the rainy season. In fairness it has chucked it down everyday for 2 weeks. 2 years ago at this time there was water rationing!
