Question regarding chelsea travelling expenses

Forgive my ignorance, but how can they claim they can't afford to come up Saturday but are currently staying overnight at a hotel abroad before they play tomorrow?? Are they allowed extra expenses with it being abroad?? Just I thought their limit £20,000 per game.

The monies for Lille (flights/eurostar/hotels/food etc) will have been paid for before the embargo was announced. - therefore theyre ok

just like their game was sold out on saturday, because the tickets had been sold before the govt announcement

I have read that the travel and hotel was booked and paid before the sanctions. Lucky them.
