Surely there are questions to be asked regarding the parole board? This bästard killed two kids and should never have seen the light of day again, let alone have been released from prison.
The parole board don't consider the crime, that was considered at the time of sentencing. The reoffending whilst on parole in 2019 was 1.1% they generally get it right.
 

This is a very alarming article, that brings into question the safety of the general public. He's been caught approaching young women in the street FFS. The people who signed off his release have got this very wrong indeed.

Oh, and since when do we in the UK base ANYTHING to do with police investigations on lie detector tests? The US use them all the time, and they have a history of causing more confusion that they solve.

I think a reassessment of the system is needed. Thankfully it seems like disaster has been narrowly averted.

Lie detector tests are used to monitor certain people on licence and certain sex offenders.
If they fail the test / refuse to take the test it can’t be used against them in evidence but the fact they are suspected of lying means means they will be monitored more closely by various means.
Pitchfork was not on parole - he was subject to a life licence with what appears to be numerous conditions. Any person sentenced to life imprisonment who is subsequently released is on licence for the rest of their life.
 
There are a multitude of sentences. When they are released and when they are subject to licence conditions depends on the type of sentencing. The licence period does not always run to the end of the sentence.

Besides which I wouldn't be relying on any official statistics. They're probably horse****.
 
Only certain prisoners are released by a parole board. Most prisoners are released automatically after serving half or 2/3 of their sentences.
Pitchfork was sentenced to life in prison the minimum term is only a recommendation - he was not entitled to get parole and only became eligible to apply after completing his minimum term.
There are numerous prisoners who have served years if not decades past their minimum term.
The parole board must consider the original index offence, if they didn’t why was Pitchfork subject to such onerous conditions.
