Cramped living conditions are a key factor but there can be many reasons for this. Could one of them be that more people in poorer areas would be likely to flout the law in relation to the lockdown.

That will be one of the factors yes but wouldn't openly be discussed on national TV for example. That along with the living conditions, lack of education and civil structure etc.
