A pie is only a pie if the filling is entirely encased in pastry. Otherwise it's just a casserole with a lid. The only exception is when using mashed potato as in shepherds pie and fish pie.
If I go out for a meal and there is pie on the menu I will get the waiter to confirm whether it is a proper pie or if it just has a pastry lid. I will only eat a proper pie.
