They need to fill their ground somehow.
 
There's no reason not to have safe standing nowadays, if there's a large portion of the crowd that want it.

You could possibly even get away with normal standing after a few years of having safe standing. There's been about 10 other developments, aimed at preventing another Hillsborough, before anyone even gets near/in the ground. I'm not sure how good standing v seating is, in a fire, but would assume all grounds are now made with fire resistant materials, and concrete stands won't burn.

Leaving the ground is probably the highest risk time now, as it's the only time everyone is going to the same place at the same time.
