Local lockdowns - the logistics

How will they define the boundaries for these lock down areas, I’m not saying it’s a bad idea but it’ll be interesting to see how it works in practice.
 
If we end up with localised lockdown, which we almost certainly will, this whol Cummings fiasco will rear it's ugly head. Is not having enough money to pay your mortgage "exceptional" circumstances? Well apparently, yes, so go to work, even if you work outside the lockdown area.

What if you are visiting someone when lockdown occurs, are you bound to stay in the locale until lockdown is over? Or is getting home to your wife who has a sniffle, and can't be bothered mothering your child "exceptional circumstances"?. Again, apparently yes.

India have localised lockdown, but it is policed on all roads with a written permit to move from one area to another, we just don't have the infrastructure to do that, or indeed an app that would help.
 
You can't police it for a start. I'm lucky live and work in the same village. Many don't.
If it's done by postcode say TS1, how do people outside of TS1 go to work?
Is James Cook TS7? If that locks down then do we have to use a different hospital if we aren't from the TS7 postcode?
