To go down a DoF route and not give them responsibility for future managerial hires would be suicide and shortly followed by his resignation I would imagine.
 
What exactly has Kieran Scott done in football to be given the responsibility of running the football affairs of Middlesbrough FC?
Why give someone as inexperienced as him the long term luxury of firing a revolving door of managers when the squad is assembled by the untouchable protected one?
Because he has more experience than the person previously doing it, Steve Gibson.

Obviously there are better DoF out there but he has been involved with a very successful Norwich City side.

In all that time the one big find they profited from was Buendia.
The rest of the players sold by Norwich were ALL there before Scott was even at the club.
Being a scout is hardly enough to become Director of Football, shaping the entire future of the football side of the club.

Your final sentence nails it for me. I've advocated a DoF approach for years but I don't think Gibson has the discipline to actually do it properly.
 
It's hard to know what leverage Scott has, importantly the next appointment needs to work 100% with the structure, if he doesn't like it then don't appointment him.
We can't have people pulling in different directions.
