I think he would also have to fit our valuation - which he clearly must do. Looks like a bit of haggling over the fee which is understandable from both parties.It does seem like a lot, but to sign a player of similar potential, of a similar age who's already done it in the championship would likely cost twice as much.
As others have said all signings carry a risk. I think this one is much less of a risk than signing a South American too. Much closer to home, culture is very similar and he'll speak fluent English. A step up in standard for him certainly but the style of football will be more like what he's used to too.
"Generally" Scandinavians have fit into the British Leagues pretty well, so hope and risk is reduced by him being physical and able to speak English. And the cold North Sea wind whipping up the Tees in winter - he'll still be wearing a short sleeved shirt.
