Is the ref super fussy or am I right in thinking that goalkeepers aren’t allowed to bounce around now to put off the opposition penalty taker?

keepers can move around as much as they want as long as they keep one foot on the line upto the point the penalty taker touches the ball.

Keepers are still allowed to move around as much as they like, however they must have one foot on or above the line when the kick is taken. What they're not allowed to do though (and what the ref was warning them about) is touch the frame of the goal or the net or cause them to be moving when the kick is taken.

The commentator kept saying 'foot on the line', but, as you say, above the line is OK.

Those people that attack Southgate for being defensive need to remember that banging loads of goals in isn't always the recipe to success. Entertaininers don't often win things.
