This used to boil my P too until I found out that there is an actual reason for it.
The lane has to be " taken out / isolated before the work machinery arrives on site.
They can't have a situation where all the machinery arrives and it has nowhere to go
and would be so dangerous if they did arrive and simply stopped in a live lane.
Alternatively, the work may have been completed and the work vehicles have only just recently left the site.
The cones then have to be removed in reverse fashion and the traffic controllers are probably on their way
as you are driving past when " sod all is happening "

Question 2: CC is an able bodied person in any vehicle who parks in a disabled bay as they are too lazy to, inconsiderate to and/or generally pig ignorant to walk a very short distance to a cashpoint or shop, thus potentially depriving a disabled person from parking their car in a space reserved for them.
Not when you watch them get out of the car, go to the cashpoint and get their money, or go into the shop, and then return to their car and drive away without picking anyone up.It's very possible that they're picking someone up, or dropping someone off, who is disabled

That's why you need an EV. Not much call for coolant in them (they do have them, but sealed in the motors, never need topping up)New one.....
Smart motorways. I broke down yesterday during a peak period so no f*cking hard shoulder. Sat in a lane trying to get out with cars flying past me and holding up the whole world.
