Will be busy, lots of historical superstition surrounds the city, there is a free special guided tour on Halloween by ' red coats which you have to book to go on it,s free but attracts hundreds of people and sells out the 1st one will maybe be the only one people going to the match will be able to do. https://www.exetercornexchange.co.uk/whats-on/red-coat-guided-tour-ghosts-legends-halloween-tour/
I know lots of families are coming down so this could be a good non pub pre match activity.

There are 4 spoons , two close to each other George's and the Chevalier, but both couldn't be more different if you tried, at the weekends the Chev is a Lloyds bar with a DJ and queue's to get in, George's is a lot more relaxed and family friendly and be a bar anywhere people would meet in it.
The imperial is massive probably holds indoors 400-600, and outside on the grass bank 200 -300 .inside is the big architecturally breathtaking Orangery room . The only problem is that it's less than 10 minutes walk from 10000* students and their hall of residencies and if they aren't on holiday they will be out in force that night, the imperial is a favourite watering hole for many of them.

* They are 24000 university students in Exeter, and during normal midweeks the centre becomes a drinking / fancy dress playground for them.
