As i understood it, the ban on selling tickets started on the 10th, they started selling them on the 9th, so people who got them on the 9th can attend.Strange times indeed but if Chelsea have already purchased the away allocation before the sanction, I don't see why they couldn't sell them for this game....that's what I think anyway

According to the Gazette - MFC will get paid for the Chelsea tickets.
Chelsea have not actually sent out any tickets as yet. They are awaiting a Government response tonight on what they want to happen.
There are 4,500 tickets involved.

I’d say the FA will sell the tickets as Chelsea won’t be able to buy them from the FAWhat will happen if(and probably when) they win. A half empty Wembley Stadium for semis.

Can the they give them away to their own fans ? I hope not, it is no punishment letting them have 4,500 away fans at a game, it helps them on and off the pitch.
