It's classic tactics from dodgy Ben. Just keep him in local news consistenty and the general perception of him becomes positive. People don't tend to look beyond what they're reading so many think Houchen will be doing a good job. Plenty will not know much about the apparant dodgy deals and pollution and death of sea life.
