all depends who stays and who goes, with it being a world cup year, it's a massive problem for them to keep their better players
"Burnley have released their accounts for 2020/21 that highlight a £65m debt which will be recalled early, should the club be relegated from the Premier League." That is the start of the problem for Burnley but far from the end.
There could be a lot of challenges ahead for all 3 relegated teams. They will all need to substantially rebuild. Parachute payments will help enormously but how smooth will the transition be? The Baggies didn't bounce back I wonder how many of the trio might struggle this time.

You would think the Norwich faithful will be getting dispondant. They were only out of the bottom 3 for 1 week in the whole season. A dreadful campaign. Might be harder to shake the blues of relegation this time. Puuki is getting on and might be tempted by one last go in the prem with a promoted team, rather than one last go in the champ. It's a big rebuild for them. Since their last promotion they've lost Buendia, Cantwell has gone off, Gibson is out of favour, and Skipp has gone. Krul is 34 now, and Hanley might be sold. Their last promotion team has been dismantled.
Burnley we've all seen the problems with financing and out of contract players. But they'll lose Pope too and probably McNeil.
Watford could be the best of the relegated sides, they've got pace and power, and will sign some young foreign players....can they get a decent defence together though? Cathcart, Cleverly, Kiko all well in their 30s. They'll struggle to hold on to Pedro and Sarr and those will be huge players to replace for them.

Sky mentioned yesterday that 19 of the Burnley squad are out of contract but I can only see 9 of the first-team squad and three of them have options of a further year.

Some have relegation clauses in their contracts, others without simply get signed on on reduced terms. Barnes is past his best but will be ok for the Championship. I dont see him leaving. JRod, Brownhill, Taylor, Costelloe, Collins, Westwood, Peacock - Farrell will be the spine of their team.
Do we know for certain that Burnley have relegation clauses? I remember Mike Ashley's Newcastle famously didn't - it would seem one risk too many not to have them at Turf Moor but then again they were in the top flight for 6 seasons
