There's 4 string leagues in Europe, and 3-4 more with a few big clubs.

After that, what is there? A handful of Saudi clubs? Maybe the odd big spender in South America?

I don't think many second tiers come close to the championship for spending. Maybe a few of the big Bundesliga 2 clubs like Hamburg, Hertha and Cologne, but not many more.
