It is a bit more complicated. Generally no. However workers going to/from work can. As long as they are needed to work and are wearing masks. If 2 people then one in front, one in back on opposite side.

Also foreigners going home can share with similar rules.

You cannot just drive around. Also you may be asked for proof of purchase.
