I live in a place with a large minority population. And for this whole lockdown i have looked out of the window and seen lots of groups of people hanging about in groups and generally ignoring the advice. Mostly minorities. Bot inferring anything but do question if they look upon 'western' government rules as not applicable?

I was listening to a podcast a few weeks ago about the complexities of DNA and one of the things that came up was things like saying that certain "races" were "genetically" more likely to suffer from (for example) heart conditions or be world class sprinters. The lesson was that there is nothing in our genes that makes one "race" better sprinters or swimmers. It is all socio-economic and cultural influences that will improve or worsen our chances of success in these fields and the same for susceptibility to any particular disease.
