The Guardian reporting that he said "People will be able to meet and sit down with a single other person outdoors as long as they stay two metres apart."
 
There needs to be a full written statement and I am sure there will be.

They also need to crack down on those who are flouting the distancing regulations, it’s becoming an increasing problem. The minimum fine needs to be raised drastically to be any sort of deterrent, maybe £500

  • They can "take more and even unlimited amounts of outdoor exercise" rather than only exercising once a day
  • People will also be free to sit in parks
  • But social distancing rules - keeping at least two metres away from people outside your household - must still be followed

where Is that from ? I didn’t hear the leisure purposes comment.
 
BBC website, he also said it is ok to drive to places now, where before you were limited, you couldn’t drive longer than your exercise time.

He said more than that. He said you can go for a drive so it doesn't have to link to one of the allowable reasons for being outside.
 
There will be an accompanying press release with more details than Johnson gave in his speech, the problem at times like this is that people hear the headline but don’t look into the detail which can cause confusion, according to my Mrs there’s not a school in the area that will be able to maintain 2 metres distancing and return the amount of pupils that the government have stated tonight, the older schools with large classrooms might get towards 15 pupils per class but more modern or modernised buildings can accommodate 8 to 10.
