Are scouts allowed at football matches?

I've been wondering how managers are planning for upcoming opposition and also whether clubs are able to scout potential signings in the flesh as it were.

Of course both could be done by viewing videos and analysing stats but it has been commonplace to send a representative to a game and even a manager on occasion.

Scouts are allowed into grounds yes.
It depends on whether the OP meant in general, or specifically nowadays. Looking at the wording, I suspect the latter.

So while in normal times they would be, I'm not so sure that still applies in the time of Covid.
 
I heard somebody on Talksport last week discussing this (I can't remember who though which is really annoying) he was saying they do a lot of work from watching videos as you can only go to an opponents ground if you're playing them within the next two fixtures.

I know someone who does some scouting and they're allowed into grounds now. I'm not sure if that applies to every single league club though or if there is a limit to the number allowed in.
