Are painters and decorators allowed yet?

Need to spruce up a couple of rooms. Am I allowed to get a painter/decorator in to do it or is it still illegal?

Only thing I'm sure of at the moment is I can bet on horses. Really useful that, like.
 
I believe it's ok. Plumbers etc. As long as they can work without compromising theirs or your safety. Unless you want to shag them, then it's a no no.
