It was always a flawed choice to host the WC from the start, but the Qataris obviously wanted to showcase their nation (as tiny as it is), growing its appeal to the world, in much the same way that the UAE has.
But already it seems this plan may be a huge own goal for them, it's knowhere near a relaxed as the UAE and the clash of cultures is too great currently.
