Surely the number of cars on motorways was at a minimum during lockdown, wouldn't Cummings car be picked up by anpr cameras up and down the motorways?

So his journey was traceable and also why didn't the police track him and pull him over to ask the purpose of the journey?
 
I know from personal experience the extent of ANPR. Some years ago I was (falsely) accused by a "witness" (not the actual owner) of bumping into a car in a motorway car park in North Wales. I got the call some weeks later and they told me the time it was supposed to have happened. I wasn't even in the car park at that time, I was asked where I was and I said I'd left about an hour beforehand, it was motorway all the way, I was coming back to Teesside so I'd be maybe 60 miles down the road. I was asked if I'd give permission for a search of ANPR data, and I agreed. I got a call back a day or two later corroborating (more or less, the time must have been maybe 15 minutes out), they could tell exactly where I was at the time I gave them. Still doesn't answer the question of why I was picked out by somebody with (I'm told) no interest in the incident, they couldn't have known me from Adam (I was on my way home from Aberystwyth to Billingham), and my son had a time-stamped phone video of me at the service station with baby starlings feeding from my hand, my car was in the background and nowhere near a car of the description I was supposed to have bumped into while parking.

Archie Stephens Elbow: ANPR normally automatically flags up wanted vehicles, so those without mot or insurance or nicked or on unrecognised plates, so it wouldn't necessarily pick Cummings up if his vehicle wasn’t being sought.

All my stuff was (and still is) 100% in order. I was definitely on the database because they told me where I was, and when. However they had to look for it and even asked my permission to do that, it wasn't flagged up at the time presumably because there was nothing to look for, but when thy wanted to look it was there.

That's fair enough. But what I'm saying is wouldn't they notice a car that keeps going up the motorway, when during a lockdown there should not be any cars at all on the motorway. In other words his car would stick out like a sore thumb??
 
It'd be good if someone came out and explained why ANPR would or wouldn't be an option.

Does Cummings need to give permission? Or is that not required now someone has referred the matter to the police?

If it is the case Cummings just needs to provide permission, then surely, as the stories of his other trips are complete fabrications, he'll be chomping at the bit to clear his name so would surely provide it?
 
The ex-boss of Durham police on BBC Breakfast just mentioned ANPR and CCTV, saying that its something they can put in a computer and let it run.

Did they ask why it's not been checked? Seems an obvious question, although assuming data protection is the reason up till now.

Finally an explanation as to why the daily car usage graph has been increasing since the beginning of April.

Yes, you just put a search for that specific numberplate into the computer along with any other relevant info such as timeframe, location, vehicle colour, etc. and it will instantly draw up the footage. Chances are ANPR will only be on the major roads like motorways and A roads but I assume he took the M1 and A1 so he should be traceable all the way.

No, it was just something he metioned in answer to the fact a investigation was opened, but I'm assuming he wouldn't of mentioned it if it wasn't a practical part of an investigation.

There's never been a point when the motorway has been completely devoid of cars, and even at the lowest point the notion that the police would have been proactively using ANPR to identify and investigate vehicles potentially breaking the movement restrictions seems a bit outlandish
